The Metro Manila Development Authority hereanswers innovative approach to provide temporary dwelling for transient and vending site in the metropolis, MMDA Resolution No. 05-05
- Provides the legal basis for the establishent of the PGMA Worker's Inn or the Bed&Bath Project.
The project enables out of town, low income workers to have access to affordable temporary shelters near there places of work given the shorter distance to travel they can also realise considerable savings on fare as well as travel time to there home and work places.
The first tulugan sa bayan Gwapotel is located at the Port Area in Manila this was inaugurated on May 1, 2007.
The MMDA and the National Power Corporation signed a joint venture agreement on December 2006 to rehabilate a 4-storey 2,784 sqm NPC Building into a Bed, Bath and shop Facility.
The MMDA reconstructed the building and now operate and manages it with the NPC,
the Front Desk and the Shopping Area are located on the Ground Floor, there is a convenience store and food outlet this is where vendors offer there wares, lockers for the guest area available on this floor.
The 2nd Floor is exclusive for Female Guest, Male Guest occupy the 3rd & 4th Floor.
The Gwapotel can accomodate about 1,000 transient guest for a 10-hour stay, but reservations are not allowed staying in the facility is a first come, first serve basis. Every floor has sufficient Shower areas, Toilets and Lavatories with mirrors. A guest is entitled to use 40 liters of water or 8 minutes shower time to enable as many guest to enjoy there daily bath, a lounge with comfortable tables and chairs with TV sets and reading materials are available on each floor. The house rules are permanently displayed to remind the guest of it's provision.
Everyone is given a broucher for its quick reference, guest are expected to checkout of the facility at 9:00AM to allow a housekeeping staff to clean and tidy-up the rooms and premises, they are receive at 1:00PM in the afternoon.
The Gwapotel tulugan sa bayan is The First in the Philippines it will serve as the standard that will be replicated by the private sector and other regional centers in the country. The facility is here to improve the living conditions of the working poor by providing them decent, clean and affordable lodging.
