Ito ang dahilan kaya nag Congressman si Bayani BF Fernando noong 2016 upang harapin ang pinakamalaking suliranin ng Marikina. Siyam napung porsiento (90%) ng mga naninirahan sa unang distrito ng Marikina ay napipinsala halos taon-taon at pinakamabigat ay ang Ondoy noong 2009. Sa tuwing babaha nanganganib ang buhay at kabuhayan ng marami, bahay at mga kasangkapan ay nasisira. Hindi makapasok sa trabaho at nawawala ang ilang araw na kita.
